What the numbers mean

Under the new system you pay the full tax-included price at the register. After customs confirms you're taking the goods out of Japan (within 90 days), the shop — or a refund agent it uses — pays back the consumption tax, sometimes minus a handling fee.

Confirmed The 10% / 8% rates, the ¥5,000 minimum, the 90-day rule, and the ¥1,000,000 serial-number rule are set in the FY2025 tax reform outline.
